REGULATION ON WORKING PROCEDURES AND PRINCIPLES OF IZMIR MEDITERRANEAN ACADEMY
CHAPTER ONE
General Provisions
Purpose and scope
ARTICLE 1– (1) The purpose of this regulation is to regulate the establishment, duties and authorities, organs and working procedures and principles of Izmir Mediterranean Academy.
(2) Izmir Mediterranean Academy is a structure established by Izmir Metropolitan Municipality in line with the strategic plan and policies of Izmir Metropolitan Municipality, to cooperate with world cities, especially Mediterranean cities, in line with the relevant fields of the academy, to contribute to Izmir assuming a leading position in the Mediterranean, to carry out academic studies on specified themes, and to organize events that will activate Izmir’s cultural heritage. The Academy operates in dialogue and cooperation with all institutional, academic and other shareholders in the Mediterranean region and Europe, in line with the democratic governance approach, environmental sensitivity and sustainability, in order to create and share with the citizens the knowledge that will contribute to the improvement of the quality of life of the citizens, the development of the city’s economy and trade; and to reveal the creative and innovative potential in the city.
(3) This regulation covers the duties and authorities, organs and working procedures and principles of Izmir Mediterranean Academy.
Basis
ARTICLE 2– (1) This regulation was written based on Article 14 (a) of the Municipality Law No. 5393 and Article 7 (v) of Metropolitan Municipality Law No. 5216.
Definitions
ARTICLE 3– (1) The definitions expressed in this Regulation refer to the definitions below:
a) Academy: Izmir Mediterranean Academy (IMA)
b) Municipality: Izmir Metropolitan Municipality (IMM)
c) Mayor: Mayor of Izmir Metropolitan Municipality
ç) Municipality Senior Management: Mayor of Izmir Metropolitan Municipality, Secretary General and Vice Secretary Generals
d) Mayorship: Izmir Metropolitan Municipality Mayorship
e) Department Head: Head of Culture and Arts Department of Izmir Metropolitan Municipality
f) Academy Board: Izmir Mediterranean Academy Board
g) Academy Board Member: Each member of Izmir Mediterranean Academy Board
ğ) Executive Board: Executive Board of Izmir Mediterranean Academy
h) Executive Board Member: Each member of Izmir Mediterranean Academy Executive Board
ı) Directorate: Directorate of Izmir Mediterranean Academy
i) Manager: Manager of Izmir Mediterranean Academy
j) Thematic Coordination Desk: Thematic Coordination Desk affiliated to Izmir Mediterranean Academy Directorate
k) Responsible Person of Thematic Desk: Each responsible person of thematic desks affiliated to Izmir Mediterranean Academy Directorate.
CHAPTER TWO
Organization, Bodies, Duties, Authorities and Responsibilities
Organization
ARTICLE 4 (1) Directorate of Izmir Mediterranean Academy is a directorate working under the Department of Culture and Arts. The working procedures and principles of the directorate and its duties, authorities and responsibilities are regulated by the Directive.
Duties, authorities and responsibilities of Izmir Mediterranean Academy
ARTICLE 5- (1) The Academy shall perform the following duties in the matters it deems necessary to achieve the purposes specified in the purpose article:
a) Conducting research, having research conducted, supporting and encouraging research conducted,
b) Conducting theoretical studies with an interdisciplinary approach on issues concerning the Mediterranean basin, especially on local, national and international scales, and engaging in academic activities such as workshops, seminars, interviews, discussions etc. in this field,
c) Conducting and supporting publication activities,
c) Providing information support to citizens in need of consultancy and information in the fields of activity of the Academy,
ç) Collaborating with national and international institutions and organizations, organizing exchange programs, study tours, developing and implementing joint projects with national and international institutions and organizations,
d) To organize, support and encourage national and international scientific meetings, symposiums, conferences and similar events, cultural events, festivals and competitions that are directly necessary to achieve its own goals,
e) To contribute to the formation of a local cultural policy that can reach different segments of society, to develop communication approaches, to carry out studies that protect social and cultural rights with a holistic perspective on the city,
f) To carry out other duties that are in line with the goals of the Academy and the Municipality.
Organs of the Academy
ARTICLE 6- (1) The Academy consists of the following organs:
a) Academy Board
b) Executive Board
c) Thematic Coordination Tables
ç) Directorate
Academy Board
ARTICLE 7- (1) The Academy Board is the Advisory Board responsible for developing suggestions on the basic policies, strategies, themes and working methods of the Academy and evaluating the annual work of the Academy.
(2) The formation and working method of the Academy Board is as follows:
a) The Academy Board consists of 15 members invited by the Mayor.
Vice Secretary General to whom the Department is affiliated is also included among the members in order to ensure the representation of the administration. A board member who does not attend two meetings to be held in the same year without an excuse is considered to have resigned from the board membership. In the event that one of the Academy Board members resigns for any reason, a new member is invited by the Mayor to replace the resigned member.
b) The Academy Board meets at least twice a year; the Board determines the working theme titles of the next year at the end of the year, and makes suggestions to the Executive Board. Experts in their fields may be invited to the Academy Board meetings.
c) All meetings can be held hybrid or fully online, preferably face-to-face, decided by the Academy Board.
d) The Deputy Secretary General to whom the Department is affiliated is the Representative of the Board. The Representative of the Academy Board is also a natural member of the Executive Board.
e) The representative of the Academy Board represents the Academy Board in national and international endeavors.
f) Decisions shall be taken by a majority of the Board Members attending the meeting.
g) The secretariat of the meetings is carried out by the Directorate and the decisions are archived by the Directorate.
h) The first meeting following the amendment of this Regulation shall be held within two months. The agenda is prepared by the Directorate and the secretariat is carried out by the Directorate.
i) The Academy Board may provide assessments regarding the methods and principles of studies along with theme proposals. The recommendations of the Board shall guide the Executive Board.
j) The Academy Board evaluates the annual work report of the Executive Board and prepares the Annual Academy Evaluation report, including its criticisms and suggestions. The Board presents the report to the Mayor.
Executive Board
ARTICLE 8 – (1) The Executive Board is responsible for determining and implementing the contents, calendar, organization and other relevant aspects of the Academy’s publications, projects, working groups, symposiums, conferences, etc. by taking into account the Academy Evaluation Report prepared by the Academy Board.
(2) The chairman of the Executive Board is appointed by the Mayor of İzmir Metropolitan Municipality. The Executive Board consists of the Chairman of the Executive Board, the Academy Board Representative, the Directorate Manager, the Thematic Table Supervisors who work under the Directorate or contribute voluntarily by invitation.
(3) The Executive Board acts under the following titles;
a) The Executive Board determines the theme titles to be studied by the Academy, taking into account local, national, international and Mediterranean Basin developments, phenomena, events, recommendations of the Academy Board and opinions from the Thematic Coordination Tables. Ongoing studies during the year includes symposiums, conferences, biennials, projects, training, publications and other related activities developed primarily in accordance with the main theme and auxiliary themes. The Academy may establish working groups for studies such as projects, publications, symposiums, conferences, etc. in relation to the requirements of the Municipality.
b) The Executive Board organizes the studies of the Academy, decides on its calendar, ensures its implementation and prepares the individual evaluation report at the end of the study.
c) The secretariat of the Executive Board is carried out by the Directorate and all kinds of human resources support is provided by the Directorate to the studies of the Executive Board.
d) The Executive Board can carry out studies in specific areas defined by field experts, PhD, master’s and undergraduate students. According to the scientific results of the studies, the Board makes a proposal to the Mayor for the implementation in the relevant fields of the Municipality.
e) The Executive Board can create project teams in project studies and coordination is provided by the Directorate.<br/ f) The Executive Board may establish temporary or annual structures such as all kinds of editorial boards and symposium scientific boards.
g) The Executive Board establishes the general working system with thematic coordination committees: Mediterranean Cities Cooperation Coordination Committee and Academic Studies Coordination Committee are the committees available in each working period. The number of committees can be increased by the Executive Board if needed. The Executive Board may establish other committees or working groups in line with the recommendations of the Academy Board or by evaluating the requirements of the study.
h) An Advisory Board can be established for each coordination committee with the decision of the Executive Board if needed. The Coordination Committee Advisory Boards are discussed and updated in December each year at the Academy Executive Board. Updates can be made to the lists of Advisory Boards during the year if needed.
Thematic Coordination Committees
ARTICLE 9 – (1) Coordination Committees are the units that ensure the participation and communication of the relevant units of the Municipality and academicians, artists, designers, members of professional organizations and members of non-governmental organizations who want to contribute to the studies of the Academy in the national and international arena.
(2) In each committee, a Thematic Committee Supervisor is assigned among the employees of the Directorate in order to ensure communication and coordination, and if not chosen, a person who is not a municipal employee but can contribute voluntarily is invited as the Thematic Committee Supervisor. The assignments and invitations of the committee supervisors are made by the Directorate Manager with the recommendation of the Chairman of the Executive Board.
(3) The term of office of the Thematic Committee Supervisor is two years. If no other assignment is made in place of the Thematic Committee Supervisor whose term of office has expired, the term of office of the current supervisor continues. If one of the current committee supervisors leaves the office or a new supervisor is needed, the new supervisor can be assigned without waiting for a period of two years.
(4) Each committee supervisor is responsible for planning, projecting, executing and coordinating the activities to be carried out in one of the main fields of activity determined by the Academy Executive Board.
Directorate
ARTICLE 10- (1) The services of the directorate shall be carried out with a Directorate Manager appointed in accordance with the relevant laws and with the assigned personnel established within the framework required.

ARTICLE 11-(1) Administrative and financial affairs and transactions of the academy are carried out according to the distribution of duties in the organization chart.
CHAPTER FOUR
Miscellaneous and Final Provisions
Repealed Regulation
ARTICLE 12- (1) From the date of entry into force of this Regulation, the previous regulation shall be repealed.
Enforcement
ARTICLE 13- (1) This Regulation shall be accepted by the İzmir Metropolitan Municipality Council and shall enter into force after the finalization of the Council Decision.
Execution 14-(1) The provisions of this regulation shall be executed by the Mayor.
